Does resizing make the file smaller?

Rarely. The same images and fonts are carried over, only drawn at a different scale.

What happens to a landscape page sent to a portrait size?

On Auto it stays landscape: the preset flips per page to whichever way the page already sat. Force Portrait and that page is scaled down to fit the upright sheet, leaving deep margins above and below it. A page with no content stream is a separate case, it comes out blank at the target size rather than failing the whole run.

No. Each page is embedded as static content on a fresh sheet, which preserves the drawing itself, text stays selectable, vectors stay sharp, but interactive annotations and the document outline are not carried across. Resize before you add form fields or a signature, never after.
