How do the 4.0 and 10-point scales relate?

They don’t, and nothing is converted between them here. The 4.0 scale runs from 4.0 for an A down to 0 for an F; the 10-point CGPA scale runs from 10 for an O down to 0 for an F. They are separate systems rather than different units of the same one, so multiplying a 4.0 GPA by 2.5 does not produce a valid CGPA.

Can I mix percentages and letter grades in one list?

No. One scale applies to the whole list, but each row keeps its grade for the other scales.

FAQ

Usually because of a weighting rule the page has no way of knowing about. Pass or fail courses that carry credit but no grade points, a repeat that replaces the earlier attempt, an honours bonus, transfer credits counted for credit only, every institution handles these differently, and leaving those rows out is the way to reconcile the two. One difference is local to this page: the 4.0 table gives A+ and A the same 4.0, so a school that awards 4.3 for an A+ will read slightly higher than this does.
