Why does ^ only match the very start of the text?

The pattern is compiled with the global flag and nothing else, so there is no multiline flag and no dotall flag: ^ and $ anchor to the whole document rather than to each line, and a dot never matches a newline. Write \n explicitly when you need a line break, or (?:^|\n) when you want the start of a line.
